He said that he got a “kick” out of scaring women. Chauhan has over 30 cases lodged against him, which include molestation, stalking and even attempt to murder.

He worked at well-known private schools in as a martial arts teacher until he got started committing crimes and was jailed.

A senior police officer said that Chauhan lives with his parents, wife and a 12-year-old daughter in Paschim Vihar. He would commit the crimes in south Delhi.

“Despite being married, the man started stalking a woman after getting obsessed with her. She lived in south Delhi. One night, while he was outside her house, he realised that she was alone and barged inside. The scared woman tried to escape, but he molested her and kept her confined to her room. When he started masturbating in front of her, she ran out. When he chased her, she fell off the second floor and got serious head injuries,” said the officer. A case of attempt to murder was registered against him.

The man took martial arts classes from a college in Vasant Kunj and then started teaching at a school. A few years later, he shifted to another school. A few months after the shift, he got married. He started his criminal activities after that.

Blaming liquor for his behaviour, Chauhan told police that he masturbates in front of women and molests them only when he is drunk. “I am sober during the day. My students have never had any complaints against me. There were a few who were scared of me, but I don’t know why,” a cop quoted the man as saying. However, cops are trying to ascertain if there were any complaints of sexual assault against him at the school.

On Friday, Chauhan was drunk when he flashed and masturbated in front of two women who lived in the same building.

“He did not stalk them. However, he was seen waiting for his target for quite some time before he noticed the first woman on the ground floor and the second one returning from work,” said a senior police officer.

Delhi: Auto fares could also be hiked for first time since 2013 Sat, 16 Jun 2018 00:00:29 +0000 NEW DELHI: Already reeling under the steep in Delhi Metro fares, will now have to for a hike in too.
Transport minister told TOI that a is being formed to decide on the revision of autorickshaw fares — last time the fares were hiked in 2013.

“The committee will have officials from the Delhi government’s departments of finance and transport, apart from DTC and Delhi Integrated Multi-Modal Transit System (DIMTS) officials. The committee will also have representatives from the autorickshaw unions,” said a government official. “The committee will deliberate on a revised fare structure keeping in mind inflation, rise in cost of maintenance of autorickshaws and also rise in fuel prices,” he added.

In 2013, the government had hiked the fares of autorickshaws by 25%, keeping in view the increase in prices of CNG, spare parts, etc. The base fare of autorickshaws was raised from Rs 19 for the first two kilometres to Rs 25 and the fare for every subsequent kilometre was raised from Rs 6.5 to Rs 8.

A meeting was held on Wednesday between senior transport officials and representatives of autorickshaw unions over fare revision. “We are in discussion with the government on fare hike. There has been no hike in fares since 2013, while everything has become expensive,” said Rajendra Soni, general secretary, Delhi Auto Rickshaw Sangh. “Apart from CNG prices going up in the last five years, maintenance of autorickshaws have become very expensive with the steep rise in prices of spare parts,” said Soni.

Not all auto unions, however, are in favour of a fare hike. “It will only help app-based cab aggregators. Also, there are many other problems the drivers face,” said Kishan Verma, president, All Delhi Auto Taxi Transport Congress.

Kathua, Unnao rape instances: DCW chief on indefinite starvation strike Fri, 15 Jun 2018 23:30:29 +0000 NEW DELHI: Delhi Commission for Women chief continued her hunger strike for the second day on Saturday demanding the government take concrete actions to curb sexual crimes against women.
The hunger strike by Maliwal comes in wake of the recent incidents of rape in Kathua in and Unnao in Uttar Pradesh.

She had written a letter to on Thursday regarding the same.

“Prime minister did fast for one day. We were hoping that he will speak something on the issue and will give assurance to the countrymen to ensure safety of our daughters. But the silence of the PM and the entire government is very heart breaking,” Maliwal had said before beginning the strike.

In his first comments on the gruesome incidents, Prime Minister Narendra Modi had yesterday called them as a “shame” for the country and asserted that the guilty will not be spared and daughters will get justice.

In Kathua, an eight-year-old girl from the nomadic Bakerwal community had gone missing from near her house on January 10 and a week later, her body was found in the same area.

In the Unnao case, a 17-year-old girl has alleged that she was raped by BJP MLA Kuldeep Singh Sengar at his residence on June 4, 2017.

Driverless loco rolls down observe at Anand Vihar station Fri, 15 Jun 2018 23:00:28 +0000 NEW DELHI: A shutdown, driverless diesel locomotive on Saturday rolled down the tracks before derailing at railway station in Delhi, an official said, a week after 22 coaches of an express train travelled 10 km without it‘s engine in .

The incident happened at 14:33pm, when the diesel loco suddenly started rolling down the tracks at Anand Vihar station.

The possible cause for the incident is the failure of the hand-brake, a spokesman said.

“It rolled for about 40m and derailed at a point on the East end of the line by three wheels. All movements are safe and other train movements are normal. The driver has been suspended and an enquiry has been ordered,” the spokesman said.

Hand-brake is applied from within the locomotive when it is shut down and “parked”.

“There are dozens of locos that are shut down everyday and parked with their hand-brakes applied and no untoward incident happens if the handbrakes are gripping the wheels correctly,” an officer explained.

On April 6, 22 coaches of the with passengers on board travelled 10 km without an engine in district of Odisha, apparently because the skid-brake on the wheels was not applied by the staff.

Seven railway employees were suspended following the incident.

According to latest official figures, the railways has maintained the best safety record in 2017-2018 fiscal in over five decades. Until March 30 this year, 73 accidents were reported across the network, the lowest in 57 years.

Martial arts instructor held for flashing at two girls Fri, 15 Jun 2018 22:30:29 +0000 NEW DELHI: A serial pervert, who was recently released from jail, was arrested on Saturday for flashing and masturbating in front of two in on Thursday evening. In barely half an hour, Sandeep Chauhan targeted the women living in the same building. In the earlier instance, a woman had jumped off her second-floor house as Chauhan barged into her house and started masturbating in front of her.
The police got to know about Thursday’s incidents after one of the women filed a complaint. While scanning the CCTV footage of the colony, the police noticed Chauhan making rounds of the area for over half an hour before heading towards the first survivor’s ground-floor house. He kept roaming around the house till he noticed the woman in her balcony.

The survivor told TOI that she initially did not notice the man flashing at her, but later saw him masturbating when her sister and a friend also came outside. “The man asked me to check my cable connection. As I started going inside after telling him that we don’t have one, he insisted that I still check it once. Probably he wanted to open the gate and come in,” she said. “It was only on CCTV footage that I saw him masturbating even before I came to the balcony.”

The second survivor said she got off her office cab outside the colony around 12.30am. “As I was walking towards my house, I noticed this man following me. As I sped up to enter my third-floor house, he kept following me. As I ran towards my house, he also did so.”

As she rang the doorbell, the man flashed and started masturbating while passing lewd comments at her. “I immediately went in and when I peeped out after a few minutes, I saw him standing right there. As I called my friend in panic, I was shocked to know that she had been subjected to the same,” she said.

The police are trying to find out from the school where Chauhan was a taekwondo instructor if any similar complaint was filed against him there.

A case under IPC 292 (punishment for obscene acts) and 506 (punishment for criminal intimidation) has been registered against him.
